New UK Visa Department under Boris Johnson
Apparently Boris Johnson wants to set up a new replacement UK Immigration Department. Having a separate UK visa department that is not part of the Home office has been tried before. You had the UK Border Agency that had lots of serious problems. Huge numbers of complaints and allegations of incompetence led to the previous separate UKBA (UK Border Agency) being closed down. With Brexit happening and the transitional period apparently only continuing until the end of 2020, the issue of UK visa reform is of great importance.
Tier 2 Sponsor Licence Application – How to apply

There are two types of Tier 2 Sponsor Licences. The Tier 2 General sponsor licence and Tier 2 Intra-Company Transfer sponsor licence. The employer can apply for both at the same time or apply for them at different times. The advantage of the Tier 2 Intra-Company Transfer sponsor licence compared to the Tier 2 General version, is that for companies with an oversea office wishing to transfer the employee to the UK it is frequently quicker. There is no need to advertise the vacancy to show there is no one else able to do the job as frequently required under the Resident Labour Market Test. You also do not need a Restricted CoS which delays processing of the Tier 2 General visa application. However, unlike the Tier 2 General visa category, the Tier 2 Intra-Company Transfer visa does not usually lead to indefinite leave to remain in the UK.
UK Tier 2 Visa Restricted CoS Availability January 2020
Fortunately, there is still good availability of Restricted CoSs. This is mainly for employers wishing to employ Tier 2 visa applicants who need to apply for a visa from abroad. You usually need to apply for a restricted CoS by the 5th of the month. This will hopefully be granted by about the middle of the month. The bad news is that even if it is granted the process of applying for Tier 2 restricted CoSs causes delay. Most visa applicants who can apply from within the UK need unrestricted CoSs that are easier to obtain.
