Canadian immigration minister Jason Kenney travelled to Silicon Valley in the US in late May to publicise the new Canadian Start-Up Visa. The new visa will unite international entrepreneurs with Canadian venture capitalists. Candidates pitch their business plans to investors and, if they receive sufficient investment, the Canadian government will provide them with a Canadian permanent resident visa if they also meet language and educational requirements and have sufficient funds to support themselves. Mr Kenney told IT workers that, if they could not get a US visa, they should try Canada instead.
The UK's Business Secretary, Vince Cable, told the Global Universities Summit in London that some Indian students have been put off studying in the UK by negative press reports which state that the UK does not welcome international students. Mr Cable said this was not the case. He said ‘we have no cap on the number of overseas students [and] we don't intend to introduce one'.

US political commentators are predicting that a proposed law which would introduce comprehensive immigration reform may be defeated by Republican members of Congress. The law would allow many more skilled workers to receive US permanent resident visas and temporary, H-1B ‘specialty occupation’ visas.
It would also create a ‘pathway to citizenship’ for the 11m illegal immigrants in the US. It is this provision that may cause its failure. Many Republicans oppose the ‘pathway’ because it would reward people who entered the country illegally and because most Hispanic Americans vote Democrat. 80% of illegal immigrants are Hispanic. The law will need considerable Republican support to become law but commentators fear that many Republicans will vote against the Act.
Humza Yousaf, the Scottish external affairs minister, has criticised the UK government’s immigration policy. He says it is damaging Scotland’s economy. Mr Yousaf, the son of immigrants, said that the policy was designed for England and was deterring vital skilled immigrants from coming to Scotland. He said that Scotland should set its own immigration policy. In 1999, the UK government devolved some powers to Scotland but immigration is still controlled from London.
The Canadian Federal Court has ruled that a company that employed 200 Chinese miners under the Temporary Foreign Worker Program (TFWP) in 2012 was acting lawfully.
Two Canadian unions had asked the court to rule that the government was wrong to allow HD Mining, a part- Chinese-owned company, to employ Chinese workers in British Columbia. 300 Canadian miners applied for jobs but were refused. The unions also alleged that HD Mining was paying the Chinese workers $10 below the market rate. But the judge found that the government had acted reasonably because it had tried hard to find Canadian workers but none were properly qualified.
