A new report by British think tank Institute for Public Policy Research (IPPR) says that an increasing number of migrants are leaving the United Kingdom after staying for only a short period of time. The report, 'Shall we stay or Shall we Go: Re-migration trends among Britain's immigrants', also found that those who are most likely to leave are the ones Britain needs the most: highly skilled immigrants - people who have valuable skills, a good education, and who are becoming what the study calls "super mobile" due to the low barriers for their entry to many countries. This could have important implications for the UK's new points based immigration system.
The H-1B visa is a United States program designed to allow employers to hire skilled workers from abroad on a temporary basis. Typically, the work should require at least a bachelor's degree or its equivalent. Normally, H-1B visas go quite fast once they are announced. Indeed, the 20,000 visas for people with advanced degrees have been exhausted for Fiscal Year 2010 employment. A report published by New Zealand think tank Institute of Policy Studies (IPS) states that the country needs to attract more migrant caregivers to look after its increasingly aging population.
Immigration programs to attract migrant caregivers need to be considered, the authors of the report stated -- in particular, permanent migration pathways.
"Given that a growing proportion of New Zealand's local caregiver labour supply has been replaced by migrant caregivers over the last 15 years, it is necessary to start thinking about a formal migration scheme through which low skilled migrants, such as caregivers for the elderly can come into New Zealand to work, live and possibly settle," the report stated.
